安全理事會(huì)（簡(jiǎn)稱安理會(huì)）由中、法、俄、英、美5個(gè)常任理事國(guó)和10個(gè)非常任理事國(guó)組成，是唯一有權(quán)采取行動(dòng)維護(hù)國(guó)際和平與安全的機(jī)構(gòu)。每個(gè)理事國(guó)都有1個(gè)投票權(quán)，程序問(wèn)題要至少9票才能通過(guò)。安理會(huì)對(duì)國(guó)際問(wèn)題的調(diào)停和裁決實(shí)行5個(gè)常任理事國(guó)一致的原則（大國(guó)一致原則），即每項(xiàng)決議只要有一個(gè)常任理事國(guó)投否決票，便不能通過(guò)。

1945年10月24日，是聯(lián)合國(guó)成立的日子，聯(lián)合國(guó)由主權(quán)國(guó)家組成，在維護(hù)世界和平、緩和國(guó)際緊張局勢(shì)、促進(jìn)世界各國(guó)的經(jīng)濟(jì)、科學(xué)、文化的合作與交流方面，都有著不可磨滅的積極作用。聯(lián)合國(guó)總部的大樓里，一直擺放著各個(gè)成員國(guó)送給聯(lián)合國(guó)的禮物，每一樣都有著深切的寓意。這些禮品絕大多數(shù)是繪畫、雕塑和掛毯等，有的還是價(jià)值連城的文物。聯(lián)合國(guó)剛成立的時(shí)候，各成員國(guó)對(duì)聯(lián)合國(guó)寄予厚望，贈(zèng)送禮物以表示支持。

成昆象牙雕是1974年中國(guó)贈(zèng)送給聯(lián)合國(guó)的禮物，它描述的是1970年通車的成昆鐵路。1984年，“成昆鐵路”牙雕與蘇聯(lián)第一顆人造衛(wèi)星模型、美國(guó)“阿波羅”宇宙飛船帶回的月球巖石，作為象征人類進(jìn)入宇宙、征服自然的3件劃時(shí)代物品，被授予“聯(lián)合國(guó)特別獎(jiǎng)”。
