Why does the author choose to use sentences (a) and (b) in the reading passage
Considering the genre of the reading passage – a news report, it requires more concise and formal language. So the author chooses to use sentences (a) and (b) in the reading passage, which are suitable for a news report.
Now look for more sentences with -ing as subject in the reading passage, and summarise its use in your own words.

In what situation -ing form can be used as subjects
Grammar: -ing as subject
1. 直接位于句首做主語, 表示某個抽象的、泛指的動作。
Swimming is a good sport in summer.
動詞不定式也可以做主語，不定式作主語一般表示某個特定的、比較具體的動作
Smoking is not good for health.（吸煙對健康不好，此處表示泛指，不具體針對某個人）
It is not good for you to smoke so much. （吸太多煙對你不好，此處的動作具體針對你）
當句子中的主語和表語都是非限定動詞時，要遵循前后一致的原則，主語和表語在形式上要求統一

2. 用 it 作形式主語，把-ing form (真實主語)置于后面作后置主語。
動名詞做主語時，不太常用 it 作先行主語，主要用在句型It is +表示否定的形容詞(-less)或名詞(no good, no use, a waste of time, fun)中。

注意：important，essential，necessary 等形容詞不能用于上述結構。

3. -ing form 用于“There be”結構中。
There is no saying when he'll come.
There is no telling what will happen.
4. -ing form用于布告形式的省略結構中。
No smoking （禁止吸煙）
No parking. （禁止停車）
No talking. （禁止交談）
No trampling. （禁止踩踏）

5. -ing form的復合結構作主語。
-ing form的復合結構在句中作主語，當 -ing form有自己的邏輯主語時，常可以在前面加上一個名詞所有格，形容詞性物主代詞或人稱代詞的賓格，構成 -ing form復合結構。
Their coming to help was a great encouragement to us.
Student's knowing English well helps them in learning French.
-ing form的復合結構作主語時，必須用名詞或代詞所有格，作賓語時，也可直接用名詞或人稱代詞賓格。

-ing form作定語往往表示被修飾詞的某種用途或功能。
1. a walking stick = a stick which is used for walking

5. sleeping pills = pills which is used for sleeping

-ing form 的完成式和被動式
-ing form的完成式為having done，完成式表示的動作發生在謂語動詞動作之前，有時完成式表示的動作是謂語動詞表示動作的原因。

-ing form的被動式為being done，邏輯主語與-ing form之間是被動關系。
